It wont start normally and wont even start in safe mode, it just gets to the end of the little "starting up" progress bar and flashes a blue screen to fast to read anything off of and restarts.

Take everything else out and any peripherals so you just have the basics and see if it boots. It goes through all the motions of a start up, but then dosent start, gets to the moment where it should boot and that blue screen flashes and it restarts. I will check the RAM and everything now.
